Overview
The Skilled Regional Pathway is a two-stage immigration process designed to address labor shortages in Australia’s regional areas by attracting skilled workers from around the world. It functions as a "provisional-to-permanent" pipeline: you first live and work in a designated regional area on a temporary visa before becoming eligible for permanent residency.
Currently, this pathway is dominated by the Subclass 491 (Provisional) visa and its permanent successor, the Subclass 191. A legacy pathway also exists for holders of the older Subclass 489 visa, who transition to permanent residency via the Subclass 887. Unlike independent skilled visas, this pathway requires you to be nominated by a state government or sponsored by an eligible family member, and you are legally restricted to living and working in Designated Regional Areas—which includes almost all of Australia except for Sydney, Melbourne, and Brisbane.
Regional Restrictions and Compliance
The defining feature of this pathway is the 8579 condition. This is a mandatory visa condition that requires you to live, work, and study only in a Designated Regional Area.
- The "3-Year Trap": If you move to a major city (Sydney, Melbourne, or Brisbane) to work, even if you keep a house in the region, you are in breach of your visa. This can lead to visa cancellation and will disqualify you from the Subclass 191 permanent visa.
- Postcode Specificity: "Regional" is strictly defined by postcode. Some areas on the outskirts of major cities may feel regional but are legally excluded. Always verify your location against the official regional postcode list.
Rights as a Regional Visa Holder
Whether you are on the provisional (491/489) or permanent (191/887) stage, you are granted specific protections and benefits under Australian law.
- Work Rights: You have full work rights and can work for any employer in any occupation, provided the work is physically located within a designated regional area.
- Medicare Access: Holders of the Subclass 491 and 489 visas are eligible to enroll in Medicare, Australia’s public healthcare system, despite being on "provisional" visas.
- Travel Rights: You may travel into and out of Australia as many times as you want while the visa is valid.
- Education: Your children may be eligible for subsidized primary and secondary schooling (policies vary by state).
- Path to Citizenship: Once you transition to the Subclass 191 or 887 (Permanent Residence), your time spent in Australia on the provisional visa counts toward the residency requirement for Australian Citizenship, provided you have held permanent status for at least 12 months.
- Family Reunification: You can include your partner and dependent children in your application, granting them the same regional living and work rights.
