Core Qualifying Condition
You are entitled to Irish citizenship through this pathway if one of your parents was an Irish citizen at the time of your birth, even though that parent was not born in Ireland. Your parent's Irish citizenship may have been acquired through Foreign Births Registration, naturalisation, post-nuptial citizenship declaration, or adoption by an Irish citizen.
Birth Location
You must have been born outside of Ireland (including outside Northern Ireland). If you were born in Ireland or Northern Ireland, different rules apply and you may have automatic citizenship.
Parental Citizenship Timing
Your parent must have been an Irish citizen at the time of your birth. If your parent obtained Irish citizenship after you were born, you do not qualify under this pathway. However, if your parent was deceased at the time of your birth but would have been an Irish citizen if alive, you may still qualify.
Parental Relationship Documentation
Your Irish parent must be named on your birth certificate, or you must have legally amended your birth certificate to include them. If your Irish parent is not listed on your original birth certificate, you will need to obtain a legal amendment (typically through a court order or paternity/maternity declaration in your country of birth) before applying for FBR. Ireland will not recognise a parental relationship that is not officially documented.
No Disqualifiers Based on Character or Residency
There are no explicit disqualifiers based on character, language, or residency for this pathway. You do not need to live in Ireland, speak Irish or English, or demonstrate any particular association with Ireland to qualify. You simply need to meet the core eligibility criteria above.
Critical Timing Issue for Your Children
Important: If you register in the Foreign Births Register and later have children, your children are entitled to Irish citizenship only if they are born after you have been registered. If your child is born before you are registered, they are not automatically entitled to Irish citizenship, even though you later register. This distinction is critical if you are an expectant parent.
Distinction from Other Pathways
This pathway is distinct from:
- Automatic citizenship through Irish-born parent: If your parent was born in Ireland, you are automatically an Irish citizen and do not need to apply for FBR; you can apply directly for an Irish passport.
- Citizenship through Irish-born grandparent: This requires FBR registration but is a different pathway (grandparent-based descent).
- Citizenship by association (Section 16): This is a discretionary ministerial pathway for those with Irish descent or associations who do not meet standard FBR criteria; it is not automatic and involves different processing (30+ months).
Conditions & Warnings
Your Irish citizenship becomes effective from the date you are registered in the Foreign Births Register, not from your birth date. If you have children born before your registration is complete, they are not automatically entitled to Irish citizenship.
Your Irish parent must be named on your birth certificate or you must have legally amended your birth certificate to include them. Ireland will not recognize a parental relationship that is not officially documented.
All documents must be original state-issued civil documents (birth certificates, marriage certificates, death certificates). Photocopies are not accepted unless certified. Incomplete applications are returned and not processed.
The application form and two photographs must be witnessed by a currently practicing professional (teacher, doctor, lawyer, etc.) who is personally known to you but is not a relation. This is a mandatory requirement.
