Requirements
Who Can Sponsor (Eligibility Criteria)
To sponsor a dependent parent, you must be a non-EU citizen legally residing in Italy and meet all of the following criteria:
Residence Permit Status
You must hold a valid residence permit of at least one year issued for one of these reasons:
- Subordinate employment
- Self-employment
- Study
- International protection (refugee or subsidiary protection status)
- Family reasons
- Religious reasons
- Scientific research
Two-Year Continuous Residence Requirement
As of December 11, 2024, you must demonstrate at least two continuous years of legal residence in Italy before you can apply to sponsor a dependent parent. This is a significant change from the previous one-year requirement, and the residence must be uninterrupted—even brief gaps in permit validity may disqualify your application.
Exemptions from the two-year requirement include:
- Holders of EU Blue Card residence permits
- Holders of ICT (Intra-Corporate Transferee) residence permits
- Holders of Investor Visa residence permits
- Holders of residence permits for international protection (refugees and those with subsidiary protection status)
- Sponsors applying for minor children under 18 (this exemption does not apply to dependent parents)
If you hold one of these exempted permit types, you may apply after one year of residence instead of two.
Income Requirement
You must demonstrate sufficient annual income from legitimate sources. The minimum threshold is calculated based on Italy's annual social allowance (assegno sociale), which is updated yearly by INPS.
For 2026, the projected minimum income is approximately €7,101 per year for one dependent parent. If you are sponsoring multiple family members, the threshold increases:
- 1 dependent parent: €7,101 per year
- 2 family members (e.g., both parents): 1.5 times the allowance (approximately €10,651)
- 3 family members: 2 times the allowance (approximately €14,202)
Income can come from employment, self-employment, pensions, or other legitimate sources. You can combine your income with that of a cohabiting spouse or partner to meet the threshold. You must document income through recent tax returns (730, Unico, or CUD), payslips, or other proof of earnings.
Housing Requirement
You must provide a Certificate of Housing Suitability (Certificato di Idoneità Alloggiativa) issued by your municipality, confirming that your accommodation:
- Meets health and hygiene standards
- Has sufficient space for all occupants
For a household of 2 people, the minimum space requirement is 45 square meters. Obtain this certificate from your municipality well in advance—it is a common source of delays.
Who Qualifies as a Dependent Parent
Dependent parents can be reunified under two distinct scenarios, both with restrictive conditions:
Parents Under 65 Years Old
Parents under 65 can be reunified only if they have no other children in their country of origin capable of supporting them. This is an extremely restrictive category. You must provide official documentation proving that:
- The parent has no other adult children in their country of origin, or
- Any other adult children exist but cannot provide support due to documented serious health reasons
This requirement is difficult to satisfy and typically requires a notarized declaration from the parent's country of origin confirming the absence of other capable children.
Parents Over 65 Years Old
Parents over 65 can be reunified if they are dependent and no other children in their country of origin can provide support due to serious and documented health reasons. The health reasons must be proven through medical documentation. Like the under-65 category, you must provide official evidence that other children cannot support the parent.
Health Insurance Requirement for Parents Over 65
Parents over 65 must have health insurance coverage—this is mandatory and non-negotiable. You must demonstrate either:
- A private health insurance policy valid in Italy and the Schengen Area, or
- Voluntary registration with Italy's National Health Service (SSN) with payment of the annual contribution (approximately €2,000 for 2026)
Parents over 65 arriving through family reunification are not automatically covered by your SSN registration and must arrange their own coverage before the visa is issued.
Conditions & Warnings
A draft law approved February 11, 2026 proposes to remove dependent parents from eligible family categories entirely, leaving only minor children and spouses. This bill is pending parliamentary approval with no confirmed passage date—applicants should monitor developments and consider applying urgently if currently eligible.

Parents under 65 can only be reunified if they have no other adult children in their country of origin capable of supporting them—an extremely restrictive criterion requiring official documentation from the country of origin.
Parents over 65 must arrange health insurance (private policy or SSN registration at ~€387/year) before the nulla osta is issued; they are not automatically covered by the sponsor's SSN.
The residence permit application must be submitted within 8 days of arrival in Italy; missing this deadline creates irregular status.
