Documents Required
Identity and Proof of Residence
- Valid passport or national identity document showing your Ukrainian nationality or resident status in Ukraine
- Exit stamp in your passport proving you left Ukraine on or after 24 February 2022 (this is the primary proof required)
- Declaration of presence (dichiarazione di presenza) if your passport was not stamped at the Italian border (e.g., you entered through an informal crossing)
- Proof of residence in Ukraine before 24 February 2022 — residence permits, utility bills, employment contracts, school records, or other documents showing you lived there
Family Documentation (if applicable)
- Certificates attesting family relationships — marriage certificates, birth certificates, adoption papers, or guardianship documents (for spouses, partners, children, parents, or dependent adult children)
- Documents must be in their original form or certified copies
Application Photos and Declarations
- Two passport-size photographs (4×6 cm)
- Declaration of hospitality (dichiarazione di ospitalità) — a statement from the person or organization providing you accommodation in Italy
If You Lack Documents
If you do not have your passport or identity documents with you:
- Contact the Ukrainian Consulates in Italy (Rome, Milan, or other locations) to obtain identification documents or a travel certificate
- Inform the Questura (Immigration Office) of your situation; they can assist in identifying you
- You may still apply for temporary protection, but you will need to provide alternative evidence of your Ukrainian nationality and residence in Ukraine (witness statements, photographs, employment records, etc.)
Note: There are no apostille or translation requirements specified for temporary protection applications.
