Application Process
You must apply for this permit through the Migration Department under the Ministry of the Interior. The process begins online but requires an in-person visit to provide your biometric data.
Step 1: Digital Application
Create an account on the MIGRIS (Lithuanian Migration Information System) portal at migracija.lt. Select the application for a Permit of a Long-Term Resident of the Republic of Lithuania to Reside in the European Union based on Lithuanian descent. You will need to fill out the digital form and upload high-quality scans of your supporting documents, including your proof of ancestry and police clearance.
Step 2: Book an Appointment
Once your digital application is submitted, the system will prompt you to schedule an in-person appointment.
- If you are in Lithuania: Book an appointment at a local Migration Department office.
- If you are abroad: Book an appointment at a VFS Global center that handles Lithuanian consular services.
Step 3: Biometrics and Originals
Attend your appointment to provide your fingerprints and a facial image. You must bring the original versions of all documents you uploaded to MIGRIS. The officer will verify your identity and the authenticity of your ancestry documents.
Step 4: Decision and Card Collection
The Migration Department will review your file. You can track the status of your application through your MIGRIS account. Once approved, your physical residence permit card will be produced. You must collect this card in person at the office where you provided your biometrics, or at a designated collection point if you applied from abroad.
Fees
The following fees apply for the processing of your permanent residence permit. These are paid at the time of application via the MIGRIS portal.

Total Estimate: Approximately €160–€320 for the government application. Does not include: Costs for Apostille (legalization) of foreign documents, certified translations into Lithuanian, health insurance premiums, or fees for archival searches if you are missing ancestry records.
Processing Time
The time it takes to receive your permit depends on the processing speed you choose and the complexity of your ancestry verification.
- General Procedure: Up to 4 months.
- Urgent Procedure: Up to 2 months.
- Document Validity: Your police clearance certificate (criminal record check) is typically only valid for 6 months from the date of issuance; ensure it is current when you submit your application.
- Card Validity: While your status as a permanent resident does not expire, the physical residence permit card is valid for 5 years and must be renewed before it expires.
- Archival Searches: If you need to request records from the Lithuanian State Historical Archives to prove your descent, factor in an additional 2 to 6 months before you can begin the formal application process.
