Application Process
The method for claiming Dutch citizenship by descent depends on whether you acquired it automatically at birth or if you must apply through the Option Procedure. If you already hold citizenship but need to prove it, you apply for a passport or a Verklaring van bezit van de Nederlandse nationaliteit (Declaration of Dutch Nationality). If you are "Latent Dutch" (born to a Dutch mother before 1985), you must formally submit an Option Statement.
Route 1: Automatic Acquisition (Passport Application)
If you were born to a Dutch father (anytime) or a Dutch mother (after 1985), you are likely already a citizen. You do not "apply" for citizenship; you apply for a travel document to prove it.
- Gather Evidence of Descent: Collect long-form birth certificates for yourself and your Dutch parent, and your parents' marriage certificate.
- Prove Continuity: You must show your Dutch parent did not lose their citizenship before you were born. This requires their old passports or proof they did not naturalize in another country.
- Book an Appointment: If abroad, use the Netherlands Worldwide portal to book a passport appointment at a Dutch embassy or consulate. If in the Netherlands, visit your local Gemeente (municipality).
- Attend the Interview: Bring all original, legalized, and translated documents. You will provide fingerprints and a digital signature.
- Receive Document: Once approved, you will receive your Dutch passport, which serves as definitive proof of your status.
Route 2: The Option Procedure (For "Latent Dutch")
This is for individuals born before January 1, 1985, to a Dutch mother and a non-Dutch father.
- Verify Eligibility: Ensure you have no serious criminal record (prison sentences or high fines) within the last 5 years.
- Prepare the Dossier: Obtain your mother’s proof of Dutch citizenship at the time of your birth and your own long-form birth certificate. Documents from outside the EU must have an Apostille (a stamp certifying a document for international use).
- Submit the Option Statement:
- Abroad: Contact the nearest Dutch embassy or consulate. You must appear in person to sign the optieverklaring (option statement).
- In the Netherlands: Make an appointment with the Civil Affairs department of your local Gemeente.
- The Proportionality Test (If Applicable): If you previously lost your citizenship due to the "13-year clock," you may submit a request for a proportionality test during this process to regain it retroactively.
- The Citizenship Ceremony: If your application is successful, you will be invited to a naturalisatieceremonie (citizenship ceremony). Participation is mandatory to finalize your status.

Total Estimate: A single applicant through the Option Procedure should budget approximately €400–€500. Does not include: Costs for obtaining original birth/marriage certificates, Apostille fees, professional translation services, or travel expenses to the embassy/consulate.
Processing Time
- Option Procedure: The standard processing time is 13 weeks. Authorities may extend this to 26 weeks if they need to investigate your documents or lineage further.
- Passport Issuance: Once citizenship is confirmed, a passport typically takes 3 to 4 weeks to be issued when applying from abroad.
- Document Validity: Most Dutch authorities require that foreign certificates (birth, marriage) be issued within the last 6 to 12 months to be accepted for a new application.
- The 13-Year Clock: If you live outside the EU and hold dual nationality, you must renew your passport or obtain a Declaration of Dutch Nationality every 13 years. The clock resets on the date of issue of the new document. Failure to do this results in the automatic and retroactive loss of your citizenship.
