Application Process
Ethiopian citizenship by descent is based on the principle of jus sanguinis (right of blood). You are considered an Ethiopian national by birth if at least one of your parents was an Ethiopian citizen at the time of your birth. However, because Ethiopia strictly prohibits dual nationality, the application process differs significantly depending on whether you currently hold another country's passport.
Route 1: Recognition of Citizenship (For those without another nationality)
If you were born abroad to an Ethiopian parent but do not hold a foreign passport, you are applying for formal recognition of the citizenship you already legally possess.
- Gather Parental Proof: Collect your original birth certificate and your parent’s Ethiopian documents. This must include their current or expired Ethiopian passport, their Kebele card (local neighborhood ID), or their Ethiopian birth certificate.
- Submit Application: You can apply in person at the Immigration and Citizenship Service (ICS) headquarters in Addis Ababa or at the nearest Ethiopian Embassy or Consulate. You can begin the process on the ICS digital portal.
- Verification: The ICS will verify your parent's records. This often involves the authorities checking paper records at the Kebele office where your parent was originally registered.
- Passport Issuance: Once your lineage is verified, you will be issued an Ethiopian National ID and can apply for an Ethiopian passport.
Route 2: Re-acquisition of Citizenship (For foreign passport holders)
If you hold a foreign nationality (e.g., US, UK, or Canadian), you automatically lost your Ethiopian citizenship under Proclamation No. 378/2003. To become a citizen again, you must follow these steps:
- Relocate to Ethiopia: You must reside in Ethiopia for at least one year before you are eligible to re-acquire citizenship.
- Renounce Foreign Nationality: You must provide official proof that you have renounced your current foreign citizenship. Ethiopia will not issue you a passport until this is finalized.
- Apply for Re-acquisition: Submit your application to the ICS in Addis Ababa, providing proof of your prior Ethiopian descent and your year of residency.
Route 3: The "Yellow Card" Alternative
Because most people of Ethiopian descent do not wish to renounce their foreign citizenship, the Ethiopian government offers the Ethiopian Origin ID Card, commonly known as the Yellow Card.
- Apply Online or In-Person: Visit the ICS portal or an Ethiopian Embassy.
- Provide Proof of Descent: Submit your birth certificate and your parent's or grandparent's Ethiopian ID/passport.
- Receive Benefits: This card allows you to live, work, and own property in Ethiopia without a visa, while keeping your foreign passport.

Fees were updated in 2024 under Regulation No. 550/2024. Costs vary significantly based on how quickly you need your documents processed.

Total Estimate: For a standard citizenship recognition and passport, expect to pay approximately 5,000 ETB. Does not include: Costs for document legalization, translations of foreign birth certificates, or travel expenses for in-person Kebele record verification.
Processing Time
- Citizenship Recognition: This stage can take anywhere from 6 months to 2 years. Delays are common if the ICS must manually verify old paper records in local Kebele offices.
- Standard Passport Issuance: Once your citizenship is recognized, a standard passport takes 1 to 2 months.
- Expedited Passport Issuance: If you pay the urgent fees, you can receive your passport in 2 to 5 business days.
- Document Validity: Ethiopian passports are typically valid for 5 or 10 years. The Yellow Card must be renewed every 5 years.
Note: Ensure the names on your birth certificate match your parent's Ethiopian documents exactly. Even minor spelling differences caused by transliteration from Amharic can lead to significant processing delays.
