Application Process
The application for a marriage-based residence permit in Ethiopia is a hybrid process that begins on the Immigration and Citizenship Service (ICS) online portal and concludes with an in-person appointment in Addis Ababa. You should ideally enter Ethiopia on a Family Visit Visa or a Residence Visa (IMV); while you can sometimes convert a Tourist Visa in-country, this often incurs additional "change of status" fees.
Step 1: Document Authentication
If your marriage certificate was issued outside of Ethiopia, it must be legalized before you can use it for your application.
- Have the certificate notarized in the country where it was issued.
- Get it authenticated by that country’s Ministry of Foreign Affairs.
- Finally, have it authenticated by the Ethiopian Embassy in that country or the Ministry of Foreign Affairs in Addis Ababa.
- If the document is not in English or Amharic, it must be translated by an official translator and the translation must also be authenticated.
Step 2: Online Registration
Visit the ICS e-service portal to create an account. You must upload digital copies of:
- Your passport (valid for at least 6 months).
- Your authenticated marriage certificate.
- Your spouse’s Ethiopian Passport, National ID, or Yellow Card (Ethiopian Origin ID).
- A recent passport-sized color photograph.
- Proof of financial means (bank statements or employment letters) to show you can support yourself.
Step 3: Biometric Appointment
Once your online application status changes to "Accepted," you will receive a notification to visit the ICS Head Office in Addis Ababa (located near Churchill Road).
- Note: Both you and your spouse are usually required to attend this appointment together so officials can verify the legitimacy of the marriage.
- Staff will collect your fingerprints and take a digital photo.
Step 4: Payment
After your biometrics are captured, you will receive a reference number. Use this number to pay the required fees. Payments are typically made at the ICS office or through the Commercial Bank of Ethiopia (CBE).
Step 5: Permit Collection
Once payment is confirmed, your permit will be printed. You will be notified when it is ready for pickup at the ICS office.
Fees
Fees in Ethiopia were significantly updated in mid-2024 under Regulation No. 550/2024. You have two main options: the standard Residence Permit or the Yellow Card (Ethiopian Origin ID), which offers more rights.

Total Estimate: Expect to pay between $150 and $400 USD depending on the permit type and speed of service. Does not include: Document translation fees, authentication fees at the Ministry of Foreign Affairs, or "change of status" fees if you entered on a Tourist Visa.
Processing Time
Processing times can vary based on the current backlog at the ICS office in Addis Ababa.
- Standard Processing: 7 to 15 working days from the date of your biometric appointment.
- Urgent Processing: 2 to 3 working days.
- Document Validity: Your passport must be valid for at least 6 months at the time of application. The standard Residence Permit is valid for 1 year and must be renewed annually. The Yellow Card is valid for 5 years before it requires renewal.
Important Note: Ethiopia is very strict regarding visa expirations. If your current visa is set to expire while your residency application is processing, ensure you obtain a "bridging" status or keep your application receipt with you at all times to avoid heavy daily fines.
