Overview
The Ethiopian Origin ID Card, universally known as the Yellow Card, is a specialized identification document issued to foreign nationals of Ethiopian descent. Because Ethiopia does not recognize dual citizenship, this card serves as a "quasi-citizenship" bridge. It allows members of the diaspora to reclaim many of the rights they lost upon acquiring a foreign nationality without requiring them to renounce their current citizenship.
The pathway is governed by Proclamation No. 270/2002 and Regulation No. 101/2004. It is designed specifically for those who want to live, work, or invest in Ethiopia while maintaining their foreign passport.
Legal Integration and Modernization
As of 2026, the Ethiopian government is moving toward a fully digital ecosystem for the diaspora. The Digital Invea platform is now the primary gateway for applications. Furthermore, the Yellow Card system is being integrated with the Fayda (National ID) biometric system.
If you intend to open a bank account or purchase a SIM card in Ethiopia, you will likely be required to link your Yellow Card to a Fayda ID. While the Yellow Card remains the primary legal document for your status, the Fayda ID is becoming the practical tool for daily transactions within the country.
Rights as a Yellow Card Holder
The Yellow Card grants you most of the privileges of an Ethiopian citizen, with a few critical exceptions related to political participation and national security.
- Visa-Free Entry: You may enter Ethiopia at any time without an entry visa or a residence permit.
- Right to Abode: You have the right to live and remain in Ethiopia indefinitely.
- Work Rights: You are exempt from requiring a work permit; you may be employed by any private or public organization.
- Domestic Investment Status: You are treated as a domestic investor. This is a significant benefit, as it allows you to invest in sectors of the economy (such as retail, banking, and insurance) that are strictly reserved for Ethiopian nationals.
- Property Ownership: You have the right to own, build, and transfer immovable property (houses and land) in Ethiopia.
- Access to Services: You may access government-run health and education services at the same subsidized rates as Ethiopian citizens.
- Political Restrictions: You cannot vote in any level of election, and you cannot be elected to any political office.
- Employment Restrictions: You are prohibited from being employed in the national defense, security, or foreign affairs sectors of the Ethiopian government.
