Application Process
To apply for a permanent residence permit (PRP) in Lithuania, you must use the MIGRIS (Lithuanian Migration Information System) portal. You must be physically present in Lithuania to complete the biometric portion of the application.
Step 1: Verify Your Residency Clock
Before applying, ensure you meet the "uninterrupted" residence requirement. You must have lived in Lithuania for 5 years immediately preceding your application.
- The 50% Rule: If you held a student permit, every year spent studying counts as only 6 months toward your 5-year goal.
- Absences: You must not have been outside Lithuania for more than 6 consecutive months or more than 10 months total during the 5-year period.
Step 2: Pass the Required Exams
Unless you are over 75 years old or have a qualifying disability, you must pass two exams administered by the National Agency for Education:
- Lithuanian Language Exam (Category I): A basic proficiency test.
- Constitution Exam: A test on the basic principles of the Constitution of the Republic of Lithuania. Note: Book these exams at least 6 months in advance, as slots fill up quickly.
Step 3: Online Application
Log in to the MIGRIS portal and fill out the digital application for a Permit of a Long-Term Resident of the Republic of Lithuania to Reside in the European Union. You will need to upload digital copies of:
- Your valid passport.
- Your exam certificates.
- Proof of stable income (e.g., bank statements or an employment contract showing you earn at least the minimum monthly wage).
- A valid health insurance policy.
- A Criminal Record Certificate from your home country (and any country where you lived for more than 6 months in the last 2 years). This must be translated into Lithuanian and Apostilled (certified for international use) or legalized.
Step 4: Biometrics Appointment
After submitting the online form, you must book an appointment through MIGRIS to visit a Migration Department branch in person. During this visit, an officer will:
- Scan your fingerprints and take your photo.
- Verify the original documents you uploaded online.
- Collect the state levy (fee) if you did not pay it online.
Step 5: Decision and Card Collection
The Migration Department will review your application and conduct background checks. You will receive a notification of the decision via your MIGRIS account. If approved, your physical card (valid for 5 years) will be produced. You can choose to collect it at the office or have it delivered by courier for an additional fee.

Processing Time
- General Procedure: Up to 4 months (this includes 3 months for the application review and additional time for card production).
- Urgent Procedure: Up to 2 months (this includes 45 days for the application review).
- Document Validity: Your passport must be valid for the entire duration of the processing time. The Criminal Record Certificate is typically considered valid for 6 months from its date of issuance for the purpose of the application.
Note: If you are from a country subject to increased security screening (such as Russia or Belarus), expect the background check phase to potentially extend these timelines.
