Benefits for youBenefits for you
Live in Ukraine permanently
Your permanent residence card confirms your right to live in Ukraine permanently.
The card is also an identity document and is issued for 10 years.
Study in Ukraine
Permanent residents can get an education under the rules for foreigners living permanently in Ukraine.
The status does not automatically give you tuition discounts reserved for Ukrainian citizens.
Work in Ukraine
Permanent residents can work in Ukraine without an employer obtaining the usual foreign-worker permit.
Some jobs require a licence or security clearance, and some public jobs are reserved for Ukrainian citizens.
Travel and return
With a valid foreign passport and your residence card, you can leave Ukraine and return without a Ukrainian visa.
The card is not a passport or travel document.
Rent or own housing
Permanent residents can rent or own housing in Ukraine under the ordinary rules and register their place of residence.
Use public healthcare
Permanent residents can use healthcare in Ukraine under its healthcare rules.
Your card does not make every treatment free; coverage depends on the programme, insurance or payment rules and your circumstances.
Get support and protection
Permanent residents can claim social assistance and pensions if they meet the separate conditions.
They can also seek help from courts, police and public services, but the card alone does not guarantee payments or social insurance.

Grandparent's citizenship records
Bring documents showing that your grandparent is a Ukrainian citizen, such as a Ukrainian passport or citizenship certificate. Bring the originals and copies; the originals are returned after they are checked. A record showing only that your grandparent was born or lived in Ukraine is not enough.
Marriage certificates *
If you are married, bring a copy of your marriage certificate. Include marriage certificates for your parent or Ukrainian grandparent if they are needed to show the family connection; add divorce or name-change records if needed to explain a change of name.
* Only if you are married or a marriage record is needed to show your family connection.

Things to think aboutThings to think about
Documents and registration
Keep your passport and residence card valid, report changes and follow the residence registration rules.
Exchange your card when required; it is issued for 10 years and can become invalid if you do not exchange it.
Residence can be lost
Your immigration permission can be withdrawn for deception, forged documents, specified serious offences, serious security, public-order or health threats, or other legal grounds.
An enforceable removal decision or an invalid document can also affect your ability to live in Ukraine.
An expired card does not by itself end the underlying permission.
