Application Process
The application for an Ethiopian Permanent Residence Permit (PRP) is managed by the Immigration and Citizenship Service (ICS). You must initiate the process either through the official digital portal or in person at the headquarters in Addis Ababa or a regional branch office. Even if you start the process online, you must be physically present in Ethiopia to complete the biometrics and collect your ID card.
Step 1: Document Legalization
Before applying, ensure all foreign documents (such as police clearance certificates, marriage licenses, or birth certificates) are apostilled or legalized by the Ethiopian Embassy in your country of origin. If you are already in Ethiopia, these must be authenticated by the Ministry of Foreign Affairs.
Step 2: Online or In-Person Submission
You can begin your application in one of two ways:
- Online: Visit the ICS e-service portal to create an account, upload digital copies of your documents, and schedule an appointment.
- In-Person: Visit the ICS Headquarters in Addis Ababa or a regional branch office. You will need to provide a formal Application Letter from your sponsoring employer or host company addressed to the Immigration and Citizenship Service.
Step 3: Biometric Enrollment
Once your initial documents are reviewed, you must visit an ICS office in person. You cannot use a proxy or representative for this step. The officers will take your digital photograph and capture your fingerprints for the Fayda National ID system integration.
Step 4: Verification and Approval
The ICS will verify your legal entry status and the validity of your sponsor’s Trade License (business permit). If you are applying based on the "3-Year Rule," they will verify your continuous domicile and financial records to ensure you have a lawful source of income.
Step 5: ID Collection
After approval, you must return to the ICS office to collect your physical Permanent Residence ID card. This card serves as your proof of residency and allows you to enter and exit the country without additional visas.
Fees
Fees for permanent residency are categorized by your specific eligibility path. While the government adjusts these periodically, the following are the standard administrative costs as of early 2026.

Processing Time
The Ethiopian ICS is generally efficient once a complete file is submitted.
- Standard Processing: 5 to 10 business days from the date of your biometric appointment to the issuance of the ID card.
- Document Validity: Your passport must be valid for at least 6 months at the time of application. Police clearance certificates are typically only accepted if issued within the last 6 months.
- Permit Validity: The Permanent Residence ID is valid for 5 years. You must renew it before it expires to avoid fines and the requirement of a "sworn oath of continued residence."
- Complex Cases: Applications involving the "Public Burden" exemption (retirees) or humanitarian grounds may take an additional 2 to 4 weeks for internal committee review.
