Overview
The Ethiopian Permanent Residence Permit (PRP), commonly known as the Permanent Residence ID, is a long-term immigration status designed for foreign nationals who have established significant ties to Ethiopia through investment, marriage, or extended residency. Governed by Immigration Proclamation No. 354/2003, this permit serves as the primary bridge between temporary visa status and full integration into Ethiopian society.
Unlike a standard visa, the PRP is a renewable five-year status that grants the holder the right to live and work in the country indefinitely, provided they maintain their eligibility. Important Limitations
- Physical Presence: You cannot apply for or receive a Permanent Residence ID through a proxy or from an embassy abroad. You must be physically present in Ethiopia to provide biometric data (fingerprints and digital photos) at an ICS office.
- The "Tourist Visa" Restriction: While it is technically possible to apply from various visa types, converting a Tourist Visa to Permanent Residency is legally complex and often discouraged. It is highly recommended to hold a Business or Investment visa before starting the process.
- Address Verification: You must provide a verified residential address. If you reside in a property registered as a "Business House," you must obtain specific clearance from the Housing Development Office to prove the unit is used for residential purposes.
- Fayda Integration: As of 2026, the Permanent Residence ID is being integrated with the Fayda National ID system. You may be required to register for a National ID number as part of your residency maintenance.
Rights as a Permanent Resident
Holding an Ethiopian Permanent Residence Permit grants you a set of rights that closely mirror those of a citizen, with the exception of political participation.
