Requirements
Eligibility for permanent residency is strictly defined by the Immigration and Citizenship Service (ICS). You may qualify under one of the following categories:
- Residency by Duration: You must have lived in Ethiopia for at least three consecutive years immediately preceding your application. You must demonstrate a lawful, consistent source of income and a record of good character.
- Marriage to an Ethiopian National: You are eligible after one year of marriage to an Ethiopian citizen. The marriage must be legally recognized and authenticated.
- Investors and Humanitarian Workers: The three-year residency requirement is often waived for individuals who have made significant financial investments in the Ethiopian economy or those engaged in high-impact humanitarian work.
- Adoptees: Foreign children legally adopted by Ethiopian parents qualify for permanent status.
- Retirees (Public Burden Exemption): If you are not seeking employment but can prove you have a substantial foreign pension or savings that ensure you will not become a "public burden," you may apply for residency.
- Refugees: Those recognized under the Refugees Proclamation who meet local integration criteria may apply.
Conditions & Warnings
Applicants must be physically present in Ethiopia to provide biometrics and collect the ID card; proxy applications are strictly prohibited.
Converting from a tourist visa to permanent residency is legally complex; entering on a Business or Investment visa is highly recommended.
Late renewal beyond 2 months after expiry incurs mandatory fines and requires a sworn oath of continued residence.
